The Commission is funded by check-off dollars and carries out a coordinated promotion and research program to help expand domestic and foreign markets for fluid milk and dairy products. Three members are appointed by the governor: one processor, and two producers. Two ex-officio members include the commissioner of agriculture or designee and the chairman of Animal Science at North Dakota State University or designee. Four elected members include: the elected president of the American Dairy Association; the elected president of the North Dakota Dairy Council, and two are elected by the Milk Producers Association.
