Gov. Doug Burgum announced the date and location of the ceremony to present the North Dakota Theodore Roosevelt Rough Rider Award to Steve D. Scheel, board chairman emeritus of the popular Fargo-based sporting goods, apparel and footwear retailer SCHEELS.
